TALLAHASSEE - Department of Children and Families (DCF) Secretary Lucy D. Hadi today announced the appointment of Ben F Shirley, Jr. as District 9 Administrator. Mr. Shirley will oversee district programs and operations in Palm Beach County, defined as District 9 in the DCF organizational structure. Mr. Shirley will assume his new duties on August 28, 2006.

"Ben's extensive experience with the department makes him the ideal choice to step into this position," said Secretary Hadi. "He has the leadership skills and knowledge necessary to make the transition a smooth one."

Mr. Shirley has a great deal of experience in both program and operational aspects of the department. In his previous position as Regional Operations Manager in Pasco and Pinellas Counties, he managed the operating and contracting budgets of the counties while overseeing program development, implementation and coordination amongst district staff, lead agency providers and department stakeholders.

Prior to his appointment as Regional Operations Manager, Mr. Shirley served three years as the Operations Program Administrator for Hillsborough County as well as the Program Operations Administrator for Orange and Seminole Counties.

As Operations Program Administrator, Mr. Shirley managed the operations of the Economic Self-Sufficiency (ESS) Program providing training to ESS supervisors in addition to serving on several DCF committees responsible for the monitoring of contracts, services and employee concerns within the region.

Prior to his experience as Operations Program Administrator, Mr. Shirley also served DCF in the capacities of Public Assistance Specialist, Human Service Analyst and Public Assistance Specialist Supervisor.

Mr. Shirley earned a bachelor's of science from Florida Agricultural and Mechanical University in 1993 and currently resides in the Tampa area. Mr. Shirley will be relocating to West Palm Beach. Mr. Shirley and his wife Lorita have three children.
